An 'XSPF' file is essentially an XML playlist containing a list of the locations of selected audio / media-files, instructing the chosen media player to play those specific files.

An .XSPF file is designed to make 'playlists' portable, with playlists being accessible both from local machines or via the internet.

XML is known as a specification for creating custom markup languages, it was designed to facilitate the sharing of structured data across assorted information systems, especially the internet.

An example of a location held in a .XSPF file held on a local machine might read:
file:///mp3s/Pork_and_beans.mp3

While a playlist designed to access a remote (internet based) source, would include a web location instead, i.e.

http://radio.com/Pork_and_beans.mp3

* XSPF files are non-specific to any one application.
